On 15 and 16 October, Foreign Minister Maris Riekstins will take part in the meeting of the European Council. The Latvian delegation will be headed by Prime Minister Ivars Godmanis.

A topical issue on the foreign policy agenda will be the situation in Georgia and EU-Russia relations. The European Council will evaluate what has been achieved so far in the implementation of the decisions by the extraordinary European Council meeting on 1 September and will decide on further action. A discussion will be held on the relations between the EU and Russia in connection with the conflict in Georgia and the progress of the conflict settlement.

Also at the European Council, the Prime Minister of Ireland is to report on the reasons for the negative vote with regard to the Lisbon Treaty. Latvia considers that, when taking decisions concerning the progress of the Lisbon Treaty, the Member States should seek a joint solution for the prevention of a multi-speed Europe. At December's European Council meeting the Member States should agree on a clear timeframe for further activities.

A debate has also been scheduled about the current developments in the EU economy and in the world financial markets, and an agreement is expected to be reached on a joint course and measures for the stabilization of the situation. As regards climate and energy issues, a discussion has been planned about the guidelines for further work in relation to the Climate action and renewable energy package, as well as the report prepared by the French presidency about the security of energy supply. Finally, the European Council is expected to adopt the European Pact on Migration and Asylum.
