On 1 December 2004, the foreign ministers of the Baltic States and Germany are to meet in Pärnu, Estonia. Participating in the annual consultations will be Latvia's Minister of Foreign Affairs Artis Pabriks. The ministers will discuss the most topical issues of the European Union, including the European Neighbourhood Policy, relations between the European Union and Russia, development of transatlantic relations, EU enlargement and its financial aspects.

During the talks future cooperation of "3+1" will also be discussed. The political consultations of the so-called "3+1" format began in 1996 at the level of foreign ministers; the initiative came from the Minister of Foreign Affairs of Germany at the time, Klaus Kinkel. In this way Germany contributed substantially to the solution of foreign policy issues of the Baltic States and to the promotion of common regional cooperation.
