Agreement on cooperation signed between regions of Gulbene and Pskov [17 Jun 2004]

On 16 June 2004, the Agreement on cooperation between the Latvian region of Gulbene and the Russian region of Pskov was signed in Pskov.

The Agreement provides for cooperation in sectors of culture, education, sports, transport, economy, entrepreneurship, and others. It was signed by the Chairman of the Gulbene City Council Nikolai Stepanov and Head of the Pskov region Vladimir Shuraev.

Governor of the Pskov region Yevgeni Mikhailov and Vice-Governor Dmitri Shakhov were also present at the event. The Governor noted that this Agreement is the first to be signed between the Pskov region and a region of Latvia as an EU member state; therefore, he said, it can be considered an agreement with Gulbene and Latvia as well as with the entire European Union.
