During their meeting, the two officials recognised that there are good and pragmatic relations between the two countries. Kazakhstan is an important and promising partner for Latvia in the Central Asian region. That is seen in the fact that political dialogue between the two countries has been enhanced in recent years. In October 2008, the President went on a successful state visit to Kazakhstan. When discussing bilateral relations, President Zatlers emphasised that Latvia's priority is education. He called on Kazakhstan to conclude an agreement with Latvia on co-operation in the area of higher education. The President also pointed to transit, energy supplies, pharmaceutics, tourism, machinery building and metals processing as other areas of potential economic co-operation which are promising and which should receive special support. President Zatlers also welcomed Kazakhstan's priorities for its presidency of the OSCE, particularly pointing to the development of Afghanistan. Latvia has several ongoing projects in that country and believes that mutual understanding and historical contacts among neighbouring countries play an invaluable role in achieving the overall goal – stability in Afghanistan. An important issue related to deliveries in Afghanistan is the establishment of a railroad transit corridor from Latvia via Afghanistan. President Zatlers insisted that Latvia hopes that the corridor will be developed and will then operate successfully. Galymzhan Koishybayev was born in 1968 in Kazakhstan. He was graduated from Moscow State University in 1991, where he did post-graduate work at the Faculty of Philosophy. Ambassador Koishybayev has worked in international relations since 1995. He served as an advisor to the Kazakh Embassy in Russia, was Kazakhstan's authorised representative at the Collective Security Treaty Organisation (2004), and has held senior positions in the presidential administration and Foreign Ministry of Kazakhstan. In 2008, he became Kazakhstan's ambassador extraordinary and plenipotentiary to Lithuania. | |||||
