The Government Approves Draft Court Administration Project [26 Aug 2003]

On 26 August 2003, the Government approved a draft project envisagingthe establishment of a new institution - Court Administration, whichwould initially operate under the Ministry of Justice and start its workon 1 April 2004. The authors of the project note that the establishmentof the Court Administration will decrease the influence of the executivepower on the court system in the country. The Administration will infuture provide for personnel management, judge training, accounting andbudget planning; court workaday needs, court informatisation management,and public relations. As of 1 May 2004, the Judicial Council composed of the Minister ofJustice and representatives of the Supreme Court, Constitutional Court,Saeima Legal Affairs Committee, State Human Rights Office and from amongUniversity Rectors Council's Jurist Doctors is to start its work. It isplanned that in the last stage of the reform - starting from January2005 - the Court Administration will operate under the Judicial Councilwhen the Council becomes an independent, Constitution-regulatedinstitution representing the judicial power in Latvia and governing iton the organisatory level.The creation of the Court Administration will next year require LVL 518868, and LVL 715 310 in 2005 and 2006.
