Latvian parliament adopts law granting legal force to electronic signatures [31 Oct 2002]

On 31 October 2002 the Parliament of Latvia adopted the Law on Electronic Documents in the final reading, granting legal force to electronic signatures.
Under the law, an electronic document acquires legal force when it is connected to a safe electronic signature available only to the signatory, ensuring identification of the signatory and certified by a qualified certificate.
The law will take effect as of 1 January 2003 obliging state and municipal institutions to accept electronic documents from individuals and legal entities no later than from 1 January 2004.
