All votes counted - six parties win seats in Latvia's new parliament

All votes counted, six out of twenty political parties or unions of political parties have overcome the 5% barrier and won seats in the Latvian parliament, the Chairman of the Central Election Commission, Arnis Cimdars reported on 6 October 2002.

In line with the provisional results, the New Era party of former central banker Einars Repse won 26 seats in the 100-strong parliament, leftist alliance For Human Rights in United Latvia 24 seats, present ruling coalition member People's Party 21 seats, Greens' and Farmers' Union 12 seats, Latvia's First Party 10 seats, and present ruling coalition member For Fatherland and Freedom/LNNK 7 seats.

Arnis Cimdars underscored that these are still provisional results and that during the election night the division of seats in the parliament is calculated by number of voters turning out for the poll while actually the division is calculated by number of valid ballots which usually is lower than the turnout figure.

Cimdars said almost all polling stations have sent in official confirmation to the poll result, except the polling station in Venezuela from which the CEC has received only oral information.

The voter turnout for the elections on 5 October was 72.49% and these numbers do not include voters casting ballots abroad. Cimdars said the voter activity this time was slightly higher than in previous general elections when the turnout was 71.9%.

The voter turnout was highest in Riga district at 77.91%, and lowest - in eastern Latvian Daugavpils district at 63.64%.

Central Election Commission pledges names of new MPs in two weeks

Latvia's Central Election Commission (CEC) says it will announce names of people elected to Latvia's new parliament in two weeks. The spokeswoman of the CEC, Kristine Berzina said the polling stations will on 6 October 2002 begin counting supportive and rejecting marks at names of certain candidates made by voters on their election ballots and send the protocols to the CEC.

After the previous parliamentary elections the names of the new MPs were made public three weeks after the elections while this time the CEC hopes to do it faster.

Observers say elections in Latvia proceeded in line with international standards

The International Election Observation Mission that observed the general elections in Latvia said the poll in Latvia on 5 October 2002 proceeded in line with the international standards.

The Council of Europe Parliamentary Assembly (CEPA) delegation head, Lord Russell-Johnston told reporters on 6 October "these elections are a nice affirmation of the democratic process development in Latvia".

The OSCE Office for Democratic Institutions and Human Rights (ODIHR) observer mission head, Gerald Mitchell said the elections in general were characterised by healthy political pluralism and good transparency of election process.
